The law looks obsolete, unjustified, or duplicative.

Summary

This ordinance organizes the Confederation’s agricultural research. It defines federal research goals for agriculture and food, establishes Agroscope inside the Federal Office for Agriculture, assigns it research, policy-support, monitoring, advisory and implementation tasks, allows the BLW to award research contracts and grants to public or private institutions, regulates intellectual property and fees, and creates a federal agricultural research council to evaluate the system.

Verdict reason
The ordinance entrenches a state-run agricultural research bureaucracy inside the regulator, explicitly tying research to agripolitical decision-making, legal enforcement, and broad political goals. That institutional design invites politicization, subsidy dependence, and administrative expansion, while contracts, grants, councils, and fee machinery duplicate functions that universities, private firms, and voluntary research partnerships can provide without federal centralization.
