The law looks obsolete, unjustified, or duplicative.

Summary

This ordinance organizes the Federal Assembly’s parliamentary foreign relations. It assigns the foreign affairs committees a budget and coordination role, creates permanent and ad hoc delegations to international assemblies, the European Parliament, neighboring countries, and OECD activities, fixes delegation sizes and composition rules, sets reporting and travel-register requirements, and authorizes public funding for membership fees, trips, and participation.

Verdict reason
This is an internal machinery law for taxpayer-funded parliamentary diplomacy, not a hard-to-replace institution protecting citizens’ liberty or property. It entrenches permanent delegations, budgets, seats, reports, and travel administration across a wide range of international forums, multiplying political networking and overhead without any clear institutional mechanism in the text that materially benefits Swiss citizens enough to justify the cost and bureaucratic expansion.
